The low punch can be blocked while standing. It's not cheap... I've seen so many low punches blocked by standing defenders...
Non-charged version hits high. Very slow, high attack == not very useful. The uf+K+G tornado kick is a better attack then the non-charged...

IIRC, the reason it's a back stagger combo is that you tried tech rolling after being face down, right? So don't tech roll... <shrug>
