lion costume

I saw this guy who had his lion looking like a guy out of jet set radio. he had rolerblades and the cool helmet.
how did he get these items are they DLC and if they are which pack are they from

 

Majority of items are unlocked by playing quest mode.

 

The rollerblades can be unlocked in quest, dno bout the helmet prob dlc. Hes got some cowboy hats, trucker caps and a phantom of the opera type mask, pretty sure thats it as far as his headgear goes.

 

I'm pretty sure I unlocked the rollerblades for Lion in a Gold Item Battle.
