How to deal with it? You just have to be wary that it can dodge high attacks, so don't try to hit him out of it early with a high attack. It's half circular, so you can only dodge it in one direction (towards his back).

With Pai, you can try a reversal or inashi if your opponent habitually does it. Otherwise a middle kick should suffice should you have advantage and he doesn't dash back too far. You can back dash yourself if you're not confident enough to dodge it, and should it whiff, try for a low throw if you're in range.

If you can, just experiment with it in training mode.
