"guaranteed" throw

can someone explain what 'guaranteed' throw is?
any help will be very appreciated.
I used the search feature & typed guaranteed throw but didnt find anything.
I'm trying to complete quest order with the star at arcade B.

my game is JP version & I dont undertand kanji, so in the future i'll post more questions on this board about quest mode. thx

To get a guaranteed throw situation, you must block a move that puts your opponent at -8 frames or more (this move is considered "throw-counterable"). Then you can input a throw and it's guaranteed to connect unless your opponent escapes.

It takes time to learn which moves are throw-counterable and thus give you a guaranteed throw when you block them..
