Glowing Bracelet?

Fighting Lau with Sarah, I notice that he's got this blue green glow coming from his wrist. Its something I've noticed in VF5 movies as well. Is this an item, or a conditional occurence? The battle was also for a purple orb collection and a promotion to the Warrior rank.
