Not necessarily. In VF Direct, Yokoyama said that they are working on the new VF project for a number of years.

He also said this :

"This concept demo was created in about a month after planning. Akira's design is also a prototype. We will work hard to provide players with a new experience! Stay tuned for the future of NEW VF!"

Planning started after Yamada joined Sega in Nov 2023.
Also, as Akai pointed out, this isn't Bajiquan. This prototype Akira here is just a generic function.

Edit: Honestly I think this is just one long, slightly touched up, in-engine mocap video. I don't think all of these movements are separated into individual moves. Reminds me of Karate bunkai exhibitions and stuff like that.

That said, I gotta say it's a crazy feeling seeing Virtua Fighter being used to demonstrate cutting edge technology once again.

Holy shit new footage is insane, this is exactly the direction I wished Tekken would take , anyway can't wait hopefully won't have to wait too long.

Whilst I think it's great to hype the game and get as many people on board as possible, I think it's important to manage expectations. I can't see any way the dynamic blocking animations are going to work in reality. The opponent blocking is moving their arms into position as the hit is being thrown, which we know wouldn't work in a game that often requires you to press block at the last moment, as well as fuzzy guarding. I'm not being negative about it, it looks really cool and I can't wait to play it, but realistically it probably won't be like this.

The TGA footage showed that It'll work like an expanded version of SC6's Reversal Edge or SF6's Parry animations with more numerous and accurate outcomes.
