The VFDC Wiki for a Wall Slump hit doesn't mention a specific damage threshold for causing a wall slump (ie the Wall Slump is a property inherent to the particular attack rather than a global system property).

But as a Shun player I'd noticed that certain attacks would cause a Wall Slump based on the number of drinks Shun had and that the drink thresholds for these Wall Slumps lined up with when an additional +1 damage is added, so I had thought for while that the Wall Slump hit was based on the damage of the attack.

I've done some testing with Shun and Jacky and it seems to be that the Wall Slump is caused by any attack which is 21 damage or higher. Basically tested by floating the opponent and hitting them out of the float into the wall with the attack to see if a Wall Slump occurred.

Can anyone give any examples of where this isn't the case?

Some attacks will not Wall Slump simply because they are too slow to hit the opponent into the wall before the float ends (very roughly if the opponent is floating below waist height a Slump won't occur regardless). Other attacks have a hit effect which means that the opponent is not 'pushed' towards the wall enough for a Slump to occur (Lion's [3][K] is a good example as it angles the opponent towards Lion's back, so depending on the angle to the wall the opponent will or will not carry into the wall for a Wall Slump). But in the cases I've tested so far it seems that it's based on the attack damage.

Wolf's OTG 2P+G used to cause only a small hit animation before REVO. Now the damage has been pumped up and it does cause a wall stagger, so if the rule of wall stugger and wall slump or anything else are the same, it does line up with your findings @Chill
